There is always some internal resistance in the battery. Your battery pack has what's called an EMF (electromotive force) of 12V, that means that if there were no internal resistance it would produce 12V.
The formula to use here is:
Vterminal = Vemf - Ir where I is the current running through the circuit, and r is the internal resistance of the battery. If you were to have zero current running through the circuit, the potential difference across the battery's poles would be 12V.
A perfect voltmeter would have an infinite amount of resistance, and thus no current would flow and internal resistance of the battery could be ignored.... however in practice this is impossible to engineer.
